How I would start the National Firearms Policy Act, based on the National Environmental Policy Act:

"The purposes of this chapter are: To declare a national policy which will encourage productive and enjoyable harmony between man and firearms; to promote efforts which will prevent or eliminate injuries to people and property and stimulate the health and welfare of man; to enrich the understanding of the risks to health and safety posed by firearms and their misuse; and to establish a Council on Firearms Policy."

I would continue to say the following:

"It is the policy of the United States that firearms are inherently dangerous and should be available only to, and capable of being used by, qualified members of US military forces, national guards, police forces, and private, licensed security personnel. All other uses are discouraged in the interest of protecting national health and safety. Towatrd this end, no person under 21 should be permitted to own, carry, or use in any manner any firearm unless a specfic finding is made in the case of each by a panel of experts."

"Anyone alleged to have owned, carried, or used any firearm in violation of this law shall be subject to exclusive prosecution in federal court."
